NSW: Sex offender jailed for stalking girl

SYDNEY, Aug 23 AAP - A 68-year-old grandfather was jailed for at least a year today for
stalking a young girl three weeks after being put on a bond for sex offences against her and
other children.
Magistrate Jackie Milledge told Raymond Phillips he was a risk to the community and she had
no alternative but to jail him, although local courts were limited in the length which could
be imposed.
"The community at least can be saved from you for a short period of time," she said in
Central Local Court.
Phillips, a cleaner from Waterloo in inner-Sydney, was found guilty of stalking and
intimidating the 12-year-old girl with the intention of causing her fear of personal injury,
between March 1 and June 9 this year.
He had followed her in his Kombi van from her school to her home on a number of occasions,
and on foot from a railway station and from a supermarket.
"I get frightened that he's going to get me," the victim told police.
He already had been convicted of sex offences against her, when she was nine years old, and
three other girls in a park in 1997.
He exposed himself to two of the girls, before giving them $50 each; and later returned to
offer $100 to a third girl and the victim he later stalked to commit a sex act on him.
Phillips then grabbed the victim who managed to break free.
He was jailed for at least eight months for the six offences, but was released on bail
pending a District Court appeal which resulted in him being put on a two-year bond just three
weeks before he began the stalking.
